I can’t imagine anyone trying what you did. Installing an older version of Outlook to fix a problem pretty much ensures your current problem cannot be fixed. Changing Outlook versions to fix a problem is a distinctly bad idea that will make the problem impossible to solve. Make sure you back up your Outlook data and know where that data is. Install your latest version of Office and create a new Outlook profile from scratch. Connect that profile to your Outlook data file.

Then I followed your instruction about editing the Windows registry. The one called default , value not set I left alone. This problem began on June 8 after I had accepted an IE 9 upgrade. There may also have been a Windows system automatic upgrade that evening as I shut down.
The above attempts to open Outlook in safe mode. This will not start up any add ins that might interfere with Outlook and its normal function.
If this works, you may be suffering interference from antivirus, FAX software, synch software for a handheld, etc. AV does not need to actively scan incoming and outgoing email since your real time scanner will detect anything that your AV engine has been updated for. For the record, what happens with a Test message is irrelevant. In no way does it confirm that your account settings are correct. Nor does entering the settings that work in a different environment assure that it will work on the current one. I would try what I suggested and make sure you are using only manual configuration for entering your settings. Installing an Outlook version 5 versions older than the current one puts you in uncharted waters.
I did as you suggested below. I deleted my current only e-mail account and created a new one, selecting the box to configure server settings manually. Everything was correct per the ISP. A few messages ago you spoke of “deleting all profile information”. Did you mean the e-mail account, or Windows profile information? If the latter, give me some pointers – I’ve never tinkered with these Windows Profiles.
I presume this applies to user profiles, there being only one user on my computers. All other non Microsoft things were disabled. The email account that I’m using most of the time and that seems to make outlook not respond is an AOL account, not my hotmail account. The not responding message is usually received when trying to delete an email or move it to a different folder.
